During the 1840s, Congress considered Whitney's proposals for building a transcontinental railroad, to be assisted by government land grants and finances, and in the 1850s, Whitney financed three major railroad surveys. "This was the culmination of Whitney's promotion of his scheme for a transcontinental railroad. The opposition was so great, despite his own prodigious labors, that he abandoned his plans and retired. He lived, however, to see the completion of one such railroad and the inauguration of three others" - Graff.
