Gilmer denounces the North's "cold, icy, stoical, indifference to the raging storm in the southern States." He also denounces those who have been "conspiring for disunion." He urges adoption of the Crittenden Compromise. He warns that civil war will result in "butchery and destruction." During the War he served in the Confederate Congress.
