First edition. Congreve (1772-1828), is best known for creating the first rocket weapons system and initiating the modern processes of research and development in rocketry. His greatest interest was in "improving and perfecting the rocket as a military weapon. England subsequently adopted 'Congreve rockets,' which were used with great success against the French at Boulogne, Copenhagen, Leipzig, and elsewhere. They were copied by most European armies by 1830."-D.S.B., III, p. 388.
