TWO RARE PUERTO RICAN IMPRINTS. An excellent and early example of American printing in the newly acquired territory, one of the spoils of victory in the Spanish-American War. The text of the inauguration appears in both English and Spanish (the Spanish translation has its own title-page). It reprints General Order 88, announcing the inauguration, lists the "order of exercises" and includes the text of General Davis's speech confirming the transfer of control to the US and clarifying the make-up ofthe new government. The directory lists everyone from municipal appointments to the engineer and inspector of the Light House Service.Charles Herbert Allen had served as Assistant Secretary of the Navy under William McKinley. His time in office proved controversial. Despite raising significant revenue through taxation, he failed to pass on any of the benefits to the population in terms of infrastructure or education.
