Typed document signed on "Legation of the United States of America" blind-stamped stationery, informing the Haitian Secretary of State of details of US Marines' use of Haitian airspace. Accompanied by an unsigned carbon on onion skin, and an additional unsigned two-page carbon on onion skin regarding "belligerent submarines" (edges folded from long storage). 8" x 12", 2 pages (stamped and marked by recipient). Port-au-Prince, Haiti. March 6, 1940. With reference to Your Excellency's note of June 20, 1939, granting blanket permission for United States Service aircraft to fly over and, when necessary, to land in Haitian territory, I have the honor to inform Your Excellency that twenty-four planes of the First Marine Group...plan to arrive in Port-au-Prince on or about March 8...
