Willing, a Pennsylvania politician, was a Continental Congressman in 1775 and 1776. He was later President of the Bank of North America and the first President of the Bank of the United States from 1791 to 1811. DS. 1pp. 8" x 4". July 6, 1785. No place. A receipt signed "Thomas Willing Jur", acknowledging that he received 118 pounds from Matthew Jones, and promising "to pay to Mr. James Lacey of East Jersey". The document has dark ink and is in fine condition overall. It has a very late reference to pounds
