The title Earl of Melville in the peerage of Scotland was conferred in 1690 on George, 4th Lord Melville, upon his return from exile in Holland with William and Mary of Orange. The speech tells why His majesty could not be present because of the expedition into Ireland."he has rescued you from these greatest of evils, Popery and Slavery.I belive there few true Protestants .who would not give half their estates for so great a blessing.". He goes on to appeal for support for the King who has been instrumental in their deliverance from Popery. The copy is generlaly in good condition though the title page has been trimmed on the edge thus reading The/Speech/of His grace/George[e]/Earl of/Melville; Their Magesties High Commissione[r]/At the Opening of the Second Session of the First Parliam[ent] of Their Majesties Antient Kingdom of Scotlan[d]/ The 15th of April, 1690. Most surviving copies are in University Libraries and the National Archives of Scotland. Library duplicate in stiff blue pam binder..
