The consul was concerned that the Confederate authorities know that the tobacco was being moved around a bit, from warehouses on the Tye River to Richmond, for example, so that the Austrian claim on the tobacco would remain secure. The 1862 letter from Benjamin agreed that the consulate could store the tobacco at the Tye River warehouses.
