Bolivar and his vice president (Santander) attempt to bring congress up to date on the country's debt crisis, its negotiations with the London-based banking firm of B.A. Goldschmidt with regard to the nation's 1824 loan, the problems now facing the nation because of the bank's bankruptcy, and the generally horrible international banking situation caused by many, many bank failures.
