An excellent biography of Browne, concentrating on his assignment as confidential agent for the U.S. Treasury Department, ferreting out the misdeeds of federal office holders in the nation's outposts of empire in Minnesota, Texas, California, Oregon, and Washington. Browne investigated the manner in which custom-houses, post offices, and other federal offices were being run, wrote reports on the things he saw, and made recommendations - many of which were acted upon..
