Red Balloon was an underground paper affiliated with the Independent Caucux of SDS at SUNY Stony Brook on Long Island. (That must have been one forlorn non-PL remnant SDS chapter!) The issue is entirely devoted to the war in Vietnam with news, analysis, and calls to action. Planned events in Washington DC included the massive April 24 demonstration, plus the Collective's pet project of May 1-7 actions in DC as well. Centerspread is a large detailed map of DC, with emergency phone numbers appended for Medical and Legal Aid, etc. The back cover is a People's Peace Treaty for people to sign and return to the Vietnam Moratorium Committee in NYC.
