A report from Mr. Morrill from the Committee on Territories of the attempt to split New Mexico Territory into two or three separate territories. The populations in the west of New Mexico Territory (what eventually became Arizona in 1912) complain that they had no representation, courts, laws or magistrates...among savage tribes...nor any protection for life, liberty, or property. The petition goes on to say that it "be presumed that the eastern portion of New Mexico will be prepared at no distant day for admission into the Union as a State."
