Secretary Woodbury directs the prompt reporting of movements of the Squadrons ships. As early information of the movement of our public vessels is often very useful to the Department and to the public I wish that every important change in the position of those of your Squadron may be at once communicated to this Department - with such notices of the political and commercial news at the places at which they touch as may be deemed interesting... In order to preserve the form, often very essential, of subordinate officers communicating to their immediate superiors, and still to avoid the delay in their reports reaching here - which occurs in their absence and great distance from their superiors - I wish, that all commanders of vessels under you may be instructed to forward immediately to the Department copies of their reports made to you when at a distance, whenever those reports contain the kind of information before named.
