First edition of an address that was reprinted several times in 1812. These member of Congress feel their voices have been stifled in the pressing question of war with Britain. "The momentous question of war, with Great Britain, is decided. On this topic, so vital to your interests, the right of public debate . . . has been denied to your representatives" (p. 3).
