Eleven deputies of the Mexican legislature had challenged the constitutionality of the treaty, thus forcing the Attorney General to issue an opinion and the Court review it. This is an anonymous, well-reasoned rebuttal of the decision of the Mexican Supreme Court upholding the Attorney General's opinion.
