After reviewing the State's financial condition [good, and getting better], Brown lauds the Republican contribution to Reconstruction, especially the recent Constitutional Amendments: the Constitution has been "made the palladium of equal rights to all persons, and not merely an instrument to perpetuate the dominion of one element and disfranchisement of another." But he views with alarm the perversion of the Republican Party Ideal-- free institutions, controlled locally by free men--by those who seek to control everything from Washington.
