The 'Explanatory' preface is signed in type by Robert Howe, 'Sugar man.' He denounces malicious charges that the sugar industry has bilked the public and adulterated its product with dangerous chemicals. Howe describes, in dialogue between a sugar refinery worker named 'Ludwig Kraft' and a 'Cuban', the "immense extent" of the sugar business, the sugar refining industry's significance as a source of income and employment to workers, and how tariffs on imported sugar are regulated to produce maximum employment for American workers.
