Softcover. Very good. Sewn pamphlet, 24 pp, printed in double columns. Minor insect damage, still a very good copy. A speech in opposition to the Second Confiscation Act, which called for court proceedings for seizure of land and property from disloyal citizens (ie, supporters of the Confederacy) in the South as well as the emancipation of their slaves that came under Union control. Davis was a vehement opponent of confiscation and made repeated and lengthy speeches in the Senate in an attempt to derail the legislation. It passed in July 1862, providing the legal basis for the Emancipation Proclamation. (Inventory #: 15497)
