Loper was investigated by a United States Senate Committee of committing fraud while acting as an agent in the chartering of transport vessels for the Union Army. Loper's defense denies the government's claims that he misappropriated government funds or received kickbacks. Included in Loper's defense are testimonies from businessmen and government officials. Previously, Loper's testimony and supporting documents were submitted to the Senate committee, but Senator Grimes, chairman of the committee, refused to allow the testimony. (Inventory #: 256460)
