Stevens not only supported the extension of the rail line, but proposed there be at least three west coast termini. At the time, Stevens was working fervently to promote Washington's territorial interests, publishing his well-known CIRCULAR LETTER TO EMIGRANTS DESIROUS OF LOCATING IN WASHINGTON TERRITORY... the same year.
