Viger's first separately published work was written in response to an article which appeared in the MERCURY under the pseudonym, "Scevola." According to Gagnon, this is one of the first important political works by a Canadian to be published in Canada. Herein Viger outlines his political philosophy, maintaining that French Canada is a separate cultural entity whose rights are preserved and guaranteed under the British constitution, and whose fear of American domination makes her Britain's best defense against American aggression.
