O'Beirne was the chaplain of the fleet under Richard Howe, and this criticism of Parliament includes a number of references to England's dismal performance in the American Revolution. A supporter of the Whigs and their causes, O'Beirne bemoans the misapplication of resources in fighting the American rebels ("a cruel and savage war, against her fellow subjects"), and takes the Tories to task for domestic corruption as well.
