He is very critical of the activities of the so-called "Second Vigilance Committee." O'Meara gives the names of the members of the Committee, and describes their activities and operations in detail. Some identify copies of this title with a wrapper dated 1890 as a second issue or second edition, but the Norris catalogue states that all copies have a date of 1890 on the front wrapper. HOWES O84.
