Handsomely printed on yellow paper, this is the decree of 21 October 1854 making Carrera "president for life." The move to make Carrera the "perpetual" president began early in 1854 and was carefully orchestrated so as to bring one governmental department after another, all of the political districts, and the various elements of the military and the clergy into agreement. By October the critical mass was achieved and this document made it official.
