The Executive Committee of the Communist International, commonly known by its acronym, ECCI, was the governing authority of the Comintern between the World Congresses of that body. The ECCI was established by the Founding Congress of the Comintern in 1919 and was dissolved with the rest of the Comintern in May 1943. The Presidium of the ECCI met in an enlarged session in February of 1930. On Feb. 25, V.M. Molotov - a leading figure in the Soviet government from the 1920s when he rose to power as a protégé of Joseph Stalin - delivered an extensive report to the gathering, later published as a pamphlet under the title "The New Phase in the Soviet Union."
