It is dedicated to Jean-Baptiste de Machaut Arnouville of the Attorney General and Comptroller General of Finance under Louis XV. The author paints a broad picture of trade and the Spanish navy and its American colonies. It analyzes the causes of economic decline and proposes plans to restore the normal functioning of factories and the Navy.
