Hunter was "Chief Engineer of the Manchester Ship Canal and Member of the International Commission of the New Panama Canal Co. He presents an evenhanded review of the merits and flaws of the two proposed canals across Central America, via Panama vs. via Nicaragua and in the end calls for a truly trustworthy and independent tribunal to make the final decision as to which scheme should received the backing of the U.S.
