Duchatel's analysis of poor relief and charity and its relation to the well-being of the lower classes in society. He examines the causes of poverty, the increase in impoverishment, and the nature of industrialization. He follows Malthus in his analysis. The second part of the treatise is of interest because he offers suggestions on how to alleviate the situation. He is a critic of state charity and in favor of increasing wages in order that the poor may achieve some improvement in their standard of living.
