Mangino is the head of the Mexico City mint and here promulgates new requirements on mint workers intended to curb pilfering of gold and silver in the form of dust, scraps cut from bars and ingots, and coins. These are in addition to those decrees issued by his predecessor regarding the smuggling out of gold and silver in clothing.
