Handbill, 7 7/8 x 4 3/4 inches, printing two extracts from Circular No. 5, War Department, Bureau of Refugees, Freedmen, and Abandoned Lands (May 30th, 1865), "promulgated for the instruction and guidance of all interest. The first extract encourages Assistant Commissioners "to declare and protect [the freedmen's] freedom, as set forth in the Proclamations of the President and the laws of Congress." The second extract sets out specifics ("Negroes must be free to choose their own employers, and be paid for their labor … the old system of overseers, tending to compulsory unpaid labor and acts of cruelty and oppression, is prohibited. The unity of families and all the rights of family relation, will be carefully guarded") and outlines duties for Assistant Commissioners in providing documentation of marriages.
