Following World War I industrialist Maximilian Franke unites the Balkans, forming a new European power, The Federation of Danubian States, whose destiny he controls as the country's dictatorial "Grand Elector." Following postwar reconstruction, Max lays plans to obtain Adriatic ports at Italy's expense. Max is assassinated, but the torch is passed to other Danubian nationalists who will carry out his plans.
