Complete run to date of circulars issued by the War Department's Division of Customs and Insular Affairs shortly after the signing of the peace treaty with Spain, by which the US gained Puerto Rico, Cuba and the Philippines. The circulars document the primary stages of setting up territorial governments in the new acquisitions, addressing such issues as coastal trading, customs and duties, smuggling and importation, taxes, patents, banking and credit, telegraph connections, transportation, criminal justice, and quarantine..
