Blair warns of "ultra-Abolitionists", who "seek to make a caste of another color by amalgamating the black element with the free white labor of our land, and so to expand far beyond the present confines of slavery the evil which makes it obnoxious to republican statesmen."
Their policies would create "a hybrid race", an "unnatural combination" if ever there was one. He also attacks the abolitionists' 'State Suicide' theory, which held that the rebel States were "annihilated by the rebellion" and thus subject to the "absolute authority" of Congress. In rebuttal, Blair cites 'The Federalist' for his argument that the States are an essential and indestructible part of the Union.
