Reynolds, an African American lawyer in San Francisco, submitted this report to Edmund G. Brown, the District Attorney for San Francisco. Reynolds argued that the fact that African Americans formed such a large percentage of those arrested is not racial but a sociological or community problem. Reynolds also concluded that the criminal courts in San Francisco dispense justice without regard to race or color, probably a conclusion that pleased the District Attorney (1943-1950) who then went on the serve as Attorney General of California (1950-1958) and as Governor of California (1959-1967).
