House's letter probably refers to the second Liberty Loan Act, passed in early October 1917, after the first such Act in April 1917. It sought to raise three billion dollars through issuance of government bonds at 4%. McAdoo, President Wilson's Treasury Secretary and son-in-law, engineered its passage.
