One of a series of scams to part people with their money, run by a number of people/companies in the 1864/1865 time period. P.T. Barnum in his "Humbugs of the World" (London:1866, pp 128-133) terms those running these scams "Lottery sharks" and details the many reasons that one shouldn't have trusted them as real - inconsistencies in addresses, names, etc etc. Barnum has some wry descriptions of both the scammers and scammed.
