[Philadelphia, 1800. 21, [1 blank] pp. Disbound [loosening]. Minor spotting, Very Good. With the signature in ink of Robert G. Harper on page 19. The Committee objects to the provision of public funds to defray litigation expenses of American citizens seeking recovery of their "captured property, before the tribunals of foreign countries." But the Committee recognizes "that it would be improper, to withhold this allowance too suddenly." These expenses are itemized, as are funds disbursed "in affording Relief and Protection to distressed American Seamen." Evans 38859. NAIP w025663 [9]. (Inventory #: 23774)
