A summary of North Carolina's boundary changes, as the result of Treaties with the Cherokees before adoption of the Constitution, land cessions to the United States, and other statutory changes. The Committee recommends an appropriation of funds sufficient to extinguish remaining Cherokee land titles in North Carolina, and securing title to settlers "in such manner as would have vested good title under the said state of North Carolina, if such cession had not been made."
