First edition in pamphlet form (initially, an address delivered before the American Humane Association in 1913 in Rochester, NY); 8 1/4 x 5 1/2; pp. 3-8; off-white wraps, ruled and printed in black; very minor rust spot around one of the staples; faint signature of previous owner to top margin of front wrap; in near fine condition. Leaflet No. 5 in the Protection of Children Series, it presented an address by the Superintendent of the Brooklyn branch of the Society for the Prevention of Cruelty to Children (S. P. C. C.) Arthur W. Towne on the subject of penal reform in general and juvenile probation in particular, the latest legal and moral developments, and his propositions for its improvements. The S. P. C. C. was founded in New York in 1875, becoming the first child protection agency in the world.
