Steward Udall served as Secretary of the Interior from 1961 - 1969. The recipient of this copy, Gov. Raymond P. Shader, served as the 39th Governor of Pennsylvania and led the "Shader Commission" on the decriminalization of marijuana during the Nixon Administration.
