The State of Pennsylvania was required to draft 14,000 men into the militia to fulfill its quota for conscription under order of Congress. The document offered here has six closely printed paragraphs justifying the draft. In addition there is a detailed break down of the draftees for artillery, cavalry, riflemen, and infantry.There were to be 16 divisions broken down by brigade all detailed in the document.
