Wooten Epes was the agency director of the Arkansas Housing Development Finance Authority, appointed by Governor Bill Clinton in 1983. He was ensnared in the Whitewater Controversy and compelled to testify before congress about political influence and large donations to the Clinton Campaign, in exchange for loan consideration from the Arkansas Housing Authority.
