Judge Jesse Phelps Bishop [1815-1881] was the editor of the Cleveland Law Record. His pamphlet defends Hayes for withdrawing troops "from their position of interference in a contest for the Governorship in the States of South Carolina and Louisiana." Doing so was consistent with the Republican Party platform and with Hayes's own statements.
