Colombian Vice President Francisco de Santander reports to congress on the successful conclusion of a desperately needed loan from bankers in England. This work contains his account of the negotiations, documents relating to the making of the deal, and copies of the terms of the loan. The London bank, B.A. Goldschmidt, would be destroyed by the Panic of 1825, which occurred shortly after the publication of this report. In turn, Colombia was forced to default on its debt in 1826. As with virtually all of the newly independent Latin American nations, Colombia struggled financially and was heavily reliant on foreign loans; several other countries in South America defaulted during this period as well.
