Mexico City: April 17, 1837. Very good.. 10pp. Folio. Modern blue cloth, front board gilt. Contents clean. An extensive Mexican decree issued the year after the Texas Revolution dealing with the organization and operation of the national Treasury Department. Its main innovation was the installation of federal heads of each department's branch of the Ministeria de Hacienda to administer taxes to and distributions from the national treasury. They also assumed duties regarding the oversight of payments for military contracts, upkeep, and the like. This important order was a part of Santa Anna's drive to centralize power in Mexico under the federal government after he led the revision of the Mexican constitution in 1835. Its emphasis on military preparation also clearly seems a reaction to the loss of Texas a year prior. Scarce, we locate only one copy, at Berkeley.
