Decree issued by President Vicente Guerrero allowing the taxation and regulation of gambling houses. Regulations include barring children and firearms from the establishments; the decree notes that fraud is still subject to other laws and penalties, and that gambling houses are considered public spaces and subject to visits by police, not protected from searches like private homes. It also sets out permits and fees, and generally appears to be an attempt by the government to raise money by means of taxation and regulation. Scarce, with no copies located in OCLC.
