A detailed, and apparently unrecorded circular letter issued by Jerome Cochrane, the Health Officer of the State of Alabama. Cochrane details the "unsatisfactory character of the work so far done" in most counties in Alabama with regard to reporting vital health statistics to the state agency. He states clearly the importance of the vital statistics reporting law "in the influence it is destined to exercise on the future power, prosperity, influence, and usefulness of the medical and health organizations in the State." Cochrane then lays out the duties of various officials in dedicated sections, specifically those of the County Medical Societies, the Committees of Public Health, County Health Officers, Assistant Health Officers, as well as the importance of reports, and the impact of accurate work on the salaries of health officials.
