San Francisco: Woodward and Co., 1898 Book. Very Good. Hardcover. 1st Edition. Octavo. 9 x 5½ inches. [4], 186pp. Extensive index. Full maroon calf. Some scuffing to cover extremities, wear to spine ends, lower corner of some leaves slightly crunched. A very good copy, internally fine and clean. First edition. Lettered on front cover: "Hon. Jacob H. Neff, with compliments of the Merchants' Association of San Francisco." The City Charter was San Francisco's constitution. This proposed charter was a reform city charter and, among other changes, allowed for a "strong Mayor" form of government and Municipal ownership of utilities. The Charter was ratified by a vote of the people on May 26, 1898. [Rocq:11437]. Jacob H. Neff was a California miner, businessman, and politician. He came to California during the gold rush of 1849, and worked as a miner until 1863. He followed different business pursuits before being elected sheriff of Placer County in 1867, then served in the state senate from 1871 to 1876. He spent ten years serving on a board overseeing California's state prisons and for many years was president of the California Miners' Association. In 1898 he ran as the successful Republican nominee for lieutenant governor, serving from 1899 to 1903, after which he retired. .
