Inscribed and signed on half title page, "To Miss Anna Hurwitz Monat, with heartiest thanks and every good wish, from William B. Bullitt." With additional typed letter signed by Bullitt laid in on Department of State letterhead dated October 30, 1940. Addressed again to Anna Hurwitz Monat, at the time working in the Office of the Secretary, United States Senate, thanking her for her help in distributing this report which Bullitt, Ambassador to France, wrote shortly after witnessing the fall of the French to the Nazis.
