Smith, a Federalist Congressman, speaks on proposals authored by Congressman Madison and Secretary of State Jefferson to enact tariffs in response to commercial restrictions imposed by European nations, particularly England. Smith says Madison and Jefferson have "induced a false estimate of the comparative condition of our commerce with certain foreign nations," in order to "urge the Legislature to adopt a scheme of retaliating regulations, restrictions, and exclusions." He closely examines the commercial regulations of France and England, "the two powers with whom we have the most extensive relations in trade"; and concludes that England is more liberal by far than France in its regulation of trade with the United States. Examining exports, imports, and navigation practices and policies in remarkable detail, he urges that the Nation avoid an unnecessary trade war which would derail its remarkable progress.
